DIVISION OF ENVIRONMENTAL COMPLIANCE: INDUSTRIAL PRETREATMENT
Annual Reports

Federal regulations require the District to submit an annual report of the status of its Pretreatment Program. The District submits its reports to the Missouri Department of Natural Resources. The District's fiscal year (July 1 through June 30) is used as the basis for the annual reports.

The following questions must be answered for each report:

  • List by name, those industries that did not have a valid control mechanism (i.e. expired or unissued) at the end of the fiscal year. Of these industries, indicate those that have been without a control mechanism for greater than 180 days. If your approved Pretreatment program does not require you to issue permits, please indicate.
  • List by name those industries not sampled by the POTW at least once during the fiscal year.
  • List by name those industries on a compliance schedule as of the end of the fiscal year, for achieving compliance with discharge standards. Provide the date of projected final compliance. Indicate those facilities currently in violation of any compliance schedule milestones by 90 days or greater.
  • List by name those industries for which civil or criminal judicial actions were initiated in the past fiscal year. Indicate the amount of any proposed penalties and the amount of penalties collected.
  • List by name those industries for which Notices of Violation (NOV's), Administrative Orders (AO's) or the equivalent were issued in the past fiscal year. For each industry indicate the total number of each enforcement action type and the amount of penalties collected.
  • Did the POTW have any numerical NPDES violations during the fiscal year? If so, describe.
    • Were any NPDES violations attributed to interference or pass through?
    • List by name any industry that:
      • caused interference at the POTW
      • caused pass through of pollutants at the WWTP
      • caused health problems to POTW workers
      • caused water quality violations (violation of city's NPDES permit)
    • For each industry provide details including information on enforcement actions taken by the city to resolve the violations.
