The source of funding of stormwater projects in the first two years (FY2006 through FY2007) of this program is from Operation, Maintenance, Construction, and Improvement (OMCI) Funds. The funding of the majority of the projects in Fiscal Year 2008through 2010 is dependant on voter approval of a new source of stormwater funding.

At this time, the proposed revenue source would be a monthly charge based on the amount of impervious area within a parcel of ground. The rate for this monthly charge has not yet been finalized. The MSD Rate Commission will review and approve this rate prior to it's implementation. upon implementation of a new rate, the collection of tax revenue for the OMCI funds will be phased out.
