The source of funding of stormwater projects in the first two years (FY2005 through FY2006) of this program is from Operation, Maintenance, Construction, and Improvement (OMCI) Funds.  The funding of the majority of the projects in Fiscal Year 2007 through 2009 is dependant on voter approval of a new source of stormwater funding.

At this time, the proposed revenue source would be a monthly charge based on the amount of impervious area within a parcel of ground.  The rate for this monthly charge has not yet been finalized.  The MSD Rate Commission will review this rate prior to placing the issue before the voters.  Upon voter approval of the impervious charge, collection of tax revenue for the OMCI funds will be discontinued.
