The District has record information of permitted sanitary sewer connections to the public sewers made since the Districts creation in 1954. For connections made prior to this time, a search of the St. Louis City and other sewer districts historical records will be necessary. In order to obtain this information, the property owner will need to come to the Districts Engineering Department at 2350 Market Street, St. Louis, MO 63103-2555. Engineering personnel are available between the hours of 8:00 a.m. and 5:00 p.m. to assist the customer in locating this information.
If there is a public sewer immediately adjacent to the property a connection permit may be issued to the licensed drainlayer selected by the property owner to make the connection. Connection and permit fees will be required. For a single-family residence the connection fee is $1072.00. The connection permit is $15.00. An additional tap fee of $200.00 will be required if there is no existing wye on the public sewer at the location of the connection. The property owner will also be responsible for the necessary permits from the St. Louis City or St. Louis County for the abandonment of the septic system.
If there is no public sewer immediately adjacent to the property, the property owner will be responsible for extending the public sewer. Construction plans prepared by a professional engineer licensed in the State of Missouri must be submitted to MSD for approval prior to beginning any work. The property owner is responsible all costs associated with the design and construction of the public sewer and the acquisition of all easements. Easement records are maintained by the Recorder of Deeds of St. Louis County and St. Louis City. The property owner will need to go to the Recorder of Deeds to obtain this information.
District personnel will field locate public sewers upon request. The property owner should contact Customer Service at 314-768-6260 to request the location of the sewer.
The connection fee is based on the water tap size of the building(s) being served, in accordance with MSD Ordinance 9346. The sewer connection fee shall be payable to the District by the property owner in advance of the approval of plans or the issuance of connection permits to connect the property to the sanitary or combined sewer system. The amount of the sewer system connection fee shall be based on the size of the water tap servicing the property as follows:
The sewer system connection fee for multi-family dwellings units have the option of paying $713 per unit rather than the water tap size should the property owner wish. Property owners with projects having a water tap size of 12 inches or greater should contact the District at 314-768-6272 for additional information. For residential properties, a one to one credit is given. For example, if a 10 lot development is proposed and two houses were demolished, only eight connection fees would be collected, provided MSD can determine that the property was legally connected to the public sewer system. MSD permit and billing records are the primary source for this information.
For commercial development, a demolition permit from St. Louis County Water Company or the St. Louis City Water Division, detailing the size of the water tap/meter that was removed will be required. Credits will be given on a dollar basis. For example, a 1" tap removed and replaced with a 4" tap would be charged for the difference in the connection fee of a 1" from a 4". Per the ordinance, multi-family buildings may be charged in one of two ways:
MSD will charge the lower of the two assessments. For attached single family developments, the properties will be charges at the flat rate for residential connections. All type/meter sizes not specifically listed in the ordinance are rounded up to the next larger size. Any future change in the tap/meter size for such a site will receive credit for the additional payment. For example a proposed 2.5-inch tap/meter will be charged $8744.00 (the amount for a 3" tap).
No, if a development reduces the number of connections or the size of a connection, a refund will not be made. However, this credit can be applied should future additional connections be made on the same property.
